The http://www.arlis.am/ Armenian Legal Acts information System is aimed at full automation of the legislative process in Armenia. Electronic components for legal act adoption and publication have been operational in Armenia from 2005. The arlis.am portal which publishes all adopted legal acts in Armenia is available to the public, and includes the database of new legal acts being adopted and amended in the Republic of Armenia. The purpose of this project was to establish a unified electronic system for initiation, processing approval, and publication, of legal acts in Armenia. The system allows for establishing different workflows depending on legal act type, and integration with existing Mulberry EDMS to enable internal approval procedures for Government entities. 

Software solutions delivered:

  • complete automation of adoption, amendment, and other processes, 
  • establishment of live data exchange with relevant Government systems,
  • data migration from old databases,
  • business process and workflow design module to enable different workflows for different types processes,
  • online portal for public discussion of draft legal acts,
  • online portal for existing legal acts search and retrieval.
